The Tioga County DMV Office at 56 main Street in Owego is still CLOSED to the public until further notice.

However, beginning at 9:00 am on Monday May 18th, you will be able to call the DMV Office at 607-687-8250 and speak with staff about any DMV transaction that you need.  Please remember that the office will still be closed to the public until the Governor allows us to reopen. 

Expiration dates have been extended for drivers’ licenses, non-driver IDs, and vehicle registrations during this State of Emergency.  Please continue to mail your transactions to our local address - P.O. Box 307, Owego, NY 13827 - or drop them off at the DMV Office located at 56 Main St. Owego NY. Masks must be worn when you are in any Tioga County Government building.  When submitting paperwork to the DMV, please always include your name and telephone number.

Here are some questions from County Clerks and the answers from the NYS DMV Commissioner's office:

QUESTION:         Is there an extension for vehicle inspections that are due?

ANSWER:             Inspection deadlines have been extended until May 7th, at least.

QUESTION:         What about the temporary issue date for dealer issued registrations?

ANSWER:             These have been extended until further notice.

QUESTION:         We have customers reaching out on various issues including is there an extension on CDL medicals that expire?

ANSWER:             There will be no automatic downgrade upon a med cert expiration during the period of emergency.

QUESTION:         What about fines, suspensions, and court ordered fines?

ANSWER:             Please refer the customer to the applicable court.

QUESTION:         Will offices be able to accept plate surrenders and process them?

ANSWER:             Plate surrenders can be accomplished through the mail.


The Department of Motor Vehicles - DMV is charged with issuing driver permits and licenses to both regular and commercial drivers. Conditional and restricted licenses are issued to people who have lost their privilege to drive. When customers process a license transaction, they can also register to vote. All types of registrations and plates can be obtained, including boats and snowmobiles. Official plates can be issued by this office, as well as the collection of motor vehicle sales tax.

The Tioga County Department of Motor Vehicle provides the following services:

  • Examinations and Issuance of Learners Permits for Class: A, B, C, D, DJ, M
    (actual licenses will be delivered via the US Mail)
  • Registration for vehicles, tractors, boat, snowmobiles, and trailers.
  • Renewal of vehicle registrations.
  • Car Dealer Transactions.
  • Reciprocity from another state.
  • Issuance of Enhanced Drivers Licenses and Non Driver ID.

All Enhanced Driver License and Real ID transactions must be started by 3:00 PM.

No first time application of Enhanced Driver Licenses or Real  ID are processed after 3:00 PM.

Although there are no computer transactions after 4:45 PM, we are available to answer questions and dispense forms until closing time.
